Objective:

To conduct an Asbestos Management Survey at a commercial property in Upminster, East London, in accordance with the Control of Asbestos Regulations 2012 (CAR 2012). The purpose was to identify, assess, and manage asbestos-containing materials (ACMs) present within the premises to ensure the safety of occupants and compliance with legal obligations.

Scope of Work:

• Visual Inspection: A thorough inspection of accessible areas, including offices, common areas, plant rooms, and outbuildings.
• Sampling & Analysis: Representative samples of suspected ACMs were collected and analysed by a UKAS-accredited laboratory.
• Risk Assessment: Evaluation of the condition, location, and potential risk of identified ACMs.
• Register & Recommendations: Creation of an asbestos register and management plan, including priority actions for remediation/monitoring.

Survey Findings & Risk Assessment:

The laboratory results confirmed the presence of asbestos-containing materials (ACMs) in several areas of the property. The key findings include:

1. Asbestos Insulation Boards (AIBs)
   • Location: Internal partitions and fireproofing structures.
   • Risk Assessment: Moderate risk due to potential disturbance during maintenance or refurbishment. Recommended for encapsulation or removal if future works are planned.
2. Asbestos Cement Panels
   • Location: Roofing and external cladding.
   • Risk Assessment: Low risk under current conditions, as the cement is tightly bound and in good condition. Regular monitoring advised to check for weathering or damage.
3. Textured Coatings (Artex or Similar)
   • Location: Ceilings in selected areas.
   • Risk Assessment: Minimal risk if undisturbed. No immediate action required, but any drilling or scraping must be conducted by licensed contractors.

Immediate Actions & Recommendations:

• High-Priority: Seal or label accessible AIBs to prevent accidental damage.
• Medium-Priority: Implement a monitoring schedule for asbestos cement panels.
• Low-Priority: Maintain records of textured coatings and ensure awareness among maintenance staff.
• General: Update the asbestos register and provide staff with asbestos awareness training.

The survey provided the client with a compliant asbestos register and a prioritised management plan to ensure safe occupancy and legal adherence. All findings were documented in a detailed report with photographic evidence and clear guidance for future works.
